British Columbia Entrepreneur Immigration Program


British Columbia is a crossroads for many cultures. Its entrepreneurs benefit from its strategic location on the Western Canadian coast, low taxes, competitive operating costs and a multicultural workforce. Due to its location, it is a natural destination for many immigrants from Asia.


The British Columbia Entrepreneur Immigration Program is targeted at prospective immigrants who wish to run or establish a business in the province. The government invites individuals who have registered under the program to apply with their business plan, after which a two year working permit is issued in order for accepted applicants to implement the business as planned. Successful candidates receive a nomination under the PNP and are allowed to apply for permanent resident status. After meeting residency requirements, applicants can apply for citizenship.

Qualifying Criteria

An applicant must meet the following requirements in order to register for the program:

  • Have a personal net worth of at least $600,000 CAD.
  • Possess management experience in one of the following ways:
    • More than three years as an active business owner-manager.
    • More than four years as a senior manager.
    • A combination of at least one year as an active business owner-manager and at least two years as a senior manager.
  • Minimum of two years of post-secondary education, or to have been an active business owner-manager with 100% ownership of the business for at least three of the past five years.
  • Demonstrate that an eligible personal investment of at least $200,000 CAD in the proposed business will be made.
  • Demonstrate that at least one permanent new full-time equivalent job for a Canadian citizen or permanent resident will be created with the proposed business.
  • A short business concept that will be assigned points based on proposed commercial viability, transferability of applicant skills, and economic benefits.
  • If a key staff member is included (who has no ownership of the business or an equity ownership of less than 10%), the eligible personal investment is set at a minimum of $400,000 CAD and a total of three new full time equivalent jobs must be created.

Costs and Procedures


  • Registration submission fee (valid for 6 months)$300 CAD

  • The applicant should also consider the costs of a report prepared by a BC PNP qualified supplier to review the personal net worth and the legality of the accumulation of funds.Additional costs
  • 1Preparation and business research before registering.
  • 2Register with the BC PNP and pay related fees.
  • 3The provincial government invites selected registrants to apply.
  • 4Apply under the program with the required forms and full supporting documents, cover related fees, engage a qualified supplier to prepare a net worth report and attend an interview.
  • 5Upon approval, the applicant is invited to sign a Performance Agreement and will be issued with a Letter of Confirmation to obtain a work permit from Citizenship and Immigration Canada.
  • 6Obtain work permit valid for 2 years and implement the business plan in British Columbia. Upon meeting the requirements of the Performance Agreement within twenty months of signing it, a final report is sent to the Provincial Nominee Program.
  • 7The provincial government nominates successful applicants and issues a Letter of Acceptance allowing them to request permanent residence to Citizenship and Immigration Canada.
