Quebec Immigrant Investor Program reopening on September 10

The Ministère de l’immigration, de la diversité et de l’inclusion (MIDI), released today the updated immigration regulation, with the new criteria for the Quebec Immigrant Investor program, one of the most popular business immigration programs.

The files must be submitted between September 10, 2018, and March 15, 2019. The quota system is still applicable (maximum of 1,900 applications among which a maximum of 1,235 from the People’s Republic of China (including Hong Kong and Macao)).

Candidates who can demonstrate an intermediate advanced level of the French language and their applications will be processed in priority by the MIDI and are exempt from quota and application time limitations.

To qualify, the immigrant must:

- Have net assets of at least Can$2 million
- Invest Can$1,2 million, guaranteed by the government of Quebec, for 5 years at 0% interest
- Have experience in management for at least 2 years in the 5 years preceding the application


Quebec Immigrant Investor Program to reopen in August 2018

On March 28, 2018, the Quebec government issued a ministerial order announcing the temporary suspension of most of its immigration programs, notably the Immigrant Investor Program, from April 1 to August 15, 2018. At the same time, the government published a draft regulation with significant changes to a number of its programs, including the Quebec Immigrant Investor Program.

Hence, under the draft regulation, the investment threshold will rise from CAN$800,000 to CAN$1.2M. Moreover, the minimum net worth requirement will increase from CAN$1.6M to CAN$2M. All other requirements remain the same.

The revised program should come into effect in August 2018.

As the quota system will still apply, the sooner we receive files, the sooner we will be able to submit them.
